City & National Employment was the first employment agency in the Waterloo area and has been in the placement business since 1955. It started with the placement of general laborers and secretaries. Over the next decade, it grew and developed placing higher level positions such as accountants. By the 1970's, it had developed a regional reputation placing people at all levels of jobs within a hundred-mile radius of Waterloo.In 1977, Paul Martin purchased the company and committed the company to growth and expansion. By 1980 the company was placing engineers, data processing and accounting personnel throughout the Midwest.
1989 brought about another specialty area in the Information Technology area. Resource Placement Group III was created to help identify the specialty that CNE had been developed working with the forerunner of the IBM AS/400, which was called the IBM System 38. The programming language used on the S/38 is RPG III and also the acronym of Resource Placement Group III. This subsidiary literally dominates the AS/400 market place with placements made in the Midwest and Central part of the United States. RPG III and CNE have grown into an International contender for the placement of IT and Engineering professionals.

Paul purchased City & National Employment in 1977 and under his leadership the company quickly expanded to become a regional
recruiting company, placing engineers, accountants, manufacturing and operations professionals throughout Iowa. Over the years,
CNE has expanded to included several national and global accounts. After 30 years of growing the company into an agency with
global ties, Paul now focuses his talent and energy on recruiting for companies in the Midwest. Paul has been active in many
organizations throughout his career and his skill as a recruiter and manager have been recognizded by the Worldwide Recruiting
Affiliation. Paul served ten years on the Board of Directors for NPA, the Global Recruiting Network, and was the Chairman of
the Board in 2001. He has also been active in the following organizatons:
